咱们就是对这句话的理解不一样。你看：

. Supporting documents
The additional documents requested in Appendix A of the Visa Office specific forms, are required when you submit your application to the CIO.

我知道这个Appendix A 是个checklist，可是这里说的是" additional documents requested in the Appendix A" ,据此，我理解成需要在初审时就提供这些文件。

如果只需要提供checklist, 只需要写Appendix A is required 就行了，不需要提“additional documents" 吧。

If you do not submit a complete application with the supporting documents, your application will be returned to you.

申请的第一步，开宗明义写明，如果没有准备supporting documents，申请将被退回

Hope、beatles，内容我都看过了，我也是整整一天在反复研究官网和5612的字句和网上的讨论；最大的confussion是官网的要求和5612的要求有出入。

Whatever，刚巧有朋友要抓紧时间在这几天递表，我给他的建议是：
1、两条腿走路！按5612的要求准备，同时也开始按地方签证处的要求准备详细的材料；
2、5612的材料准备好后，立即递交CIO，并解释自己confused，目前是按5612要求递交的。

后果可能有两种：
1、5612是对的，CIO顺利接受申请；
2、5612是错的，果然要提交全套材料，CIO会退回我朋友的申请，这个应该会即时知道结果（原因另述）；那么一旦退回，适逢“第二条走路的腿”也准备好了，那就重新全套递交！

这种做法耽误最少，甚至可能吃得上626之后的螃蟹。

Citizenship and Immigration Canada
Federal Skilled Worker Centralized Intake Unit
PO Box 7500
Sydney, NSB1P 0A9
Canada

You should note that you will have to complete different forms since the Simplified Application form is no longer accepted.
