It is what's called CAIPS notes. It is a service offered by Canada government for you to track your personal information. This is how CAIPS notes related to you immigration case. While CIC processes your case, they enter some internal notes into the computer at every stage. These notes are very abstract and really hard to understand. You would need someone with lots of experience to help you explain it.
The service is only $5 CND, and they only take Canadian dollar. The tricky part is the request has to be sent from a Canadian address. So if you know anyone who lives in Canada, it would save you some money, but if you don't know anyone in Canada, this service is not so bad.
I have to warn you that CAIPS notes will reveal all your personal confidential information, like your file number, birthdate and everything. So think about it before you do it.
