A child (under 18 years of age) must be a permanent resident of Canada to apply for Canadian citizenship. To apply on behalf of your child you must either:
already be a citizen; or
apply for citizenship together as a family.
Children do not need to have lived in Canada for three years before applying.
Applying for children
If you are the parent of a child who is under 18 years of age, you may apply for your child’s citizenship as soon as the child receives permanent resident status. Children do not need to have lived in Canada for three years to become citizens. To apply for your child, you must already be a Canadian citizen yourself or you must be applying to become a citizen at the same time.
Children do not have to write the citizenship test.

CIC officers abroad and in Canada review cases to ensure that permanent residents meet residency obligations. Decisions on whether a permanent resident has satisfied their residency obligations may be made abroad, at a port of entry or in Canada.
其中提到Decisions 可以在加拿大海外,入境或者加拿大国内的时候made.
it is sufficient for a permanent resident to demonstrate at examination
if they have been a permanent resident for less than five years, that they will be able to meet the residency obligation in respect of the five-year period immediately after they became a permanent resident;
Failure to comply with residency obligations may result in the loss of permanent residence status.
When a permanent resident fails to meet residency obligations, immigration officers may issue a departure order that requires that person to leave Canada. Under the new Act, immigration officers abroad now have the authority to inform a person in writing that they have lost their status.
